FEATURE STORY ON ELECTRONICS RECYCLING

·        Sony Program

(Business Week – September 17, 2007)

Sony Corporation announced that it is implementing a program to collect and recycle consumer electronics based on a positive business case. “If ore refiners can make money, then recyclers should be able to make even more on the richer waste electronics.” The dramatic increase in commodities prices over the past five years (e.g., copper has tripled in value) changes the economics. In a partnership with Waste Management (IAER Member), Sony will have 75 drop-off centers in the U.S. initially and eventually grow to more than 1,000. “Sony will try to make money without forcing consumers to absorb the cost … (the program) will take used Sony products for free and handle rival’s brands for a fee.”

·        E-Waste in India

(Express Computer – September 24, 2007)

Infotrek Syscom (IAER Member) provided an overview of the challenges of end-of-life electronics in India. The volume of e-waste in India is estimated to be more than 1 million metric tons per year and growing. “India has about 16 million computers and the base is expected to grow to 75 million computers by 2010 … the Ministry of Environment and Forests is drafting legislation to hold e-waste producers accountable for safe disposal”.

 

INTERNATIONAL NEWS ON ELECTRONICS RECYCLING

(E-Scrap News – September 4, 13, 18 & 27, 2007)

·        Japan -  “The Ministry of the Environment … (announced) plans to help five Southeast Asian countries – Cambodia, Malaysia, the Philippines, Thailand and Vietnam – handle and recycle end-of-life consumer electronics … The plan … (includes) the e-scrap to be exported to Japan for processing”.

·        AfricaHP “is financing a project that will investigate how to improve current disposal systems for electronic scrap generated by African companies, as well as materials illegally imported from the West”.

·        Spain – A project known as “Replastec” was announced to “enable the recovery of a highly significant amount of plastics from waste electrical and electronic equipment and end-of-life vehicles, plastics that currently have little of no recovery value”.

·        U.K. – A multinational study of discarded hard drives revealed that over 37% “still contained personal data – including “sensitive patient information from a hospital in England”.

·        China – “The China Communications Standards Association has set up a special task team to study a standard for recycling e-waste and the standard for testing harmful chemicals in electronic products” – similar to the EU”s WEEE and RoHS directives.

·        Kansas - “The Kansas Department of Health and Environment … awarded $1.6 million in state grants … to set up electronic scrap collection facilities”.

·        Florida – “The Florida Department of Environmental Protection … will research the use of CRT glass in the manufacturing of pre-stress and pre-cast concrete products”.

·        NERC (IAER Member) – The Northeast Recycling Council is implementing a pilot program, funded in part by the U.S. EPA and member states – “the Northeast State Electronics Challenge … (which) encourages ‘green’ electronic purchasing and usage as well as proper management of end-of-life electronics”.

E-SCRAP CONFERENCE – October 23-26, 2007

The E-Scrap Conference is this month. This annual event, which is organized by Resource Recycling, will be held at the Hyatt Regency Atlanta. The IAER will again be a sponsor and exhibitor as well as hold a number of events and meetings in conjunction with the conference – including the Educational Program on October 23 (see below). IERI EDUCATIONAL PROGRAM – REGISTER NOW

E-Scrap Conference on Tuesday, October 23 in Atlanta, GA

The International Electronics Recyclers Institute (IERI) – the educational affiliate organization of the IAER – will hold its next educational program in conjunction with the upcoming E-Scrap Conference. The IERI plans to conduct three of its newest and most popular short courses:

  • Downstream Due Diligence and Risk Management (in an expanded 8 hour course)

This course will provide participants with an in depth exposure into reviewing risk management and downstream due diligence protocols currently being established in the electronics recycling and IT asset disposition (ITAD) industry. The different protocols will be the basis for allowing the participants to create their own standards for downstream due diligence and risk management in a workgroup format. Participants will also learn some basic auditing methods and techniques, which will be applied and culminate in workgroups evaluating a case study E-scrap facility.

  • Recycling Specialty Materials (4 hour course)

This course addresses the challenges recyclers face in dealing with specialty items such as televisions, cell phones, florescent lamps, and batteries. Industry subject matter experts will offer solutions for collection, meeting environmental guidelines, transportation, security, and processing; - as well as identifying potential reuse markets and disposal costs.

  • Data Security Management in Electronics Recycling (4 hour course)

Many organizations are clearly taking the problems of data privacy and identify theft seriously. However, while most companies have focused on preventing perpetrators from breaking into their organizations, there has been comparatively little attention on protecting information that leaves the company on retired information technology assets.  This course will address the data and physical security issues facing electronic recyclers and their clients. Topics addressed will include an overview of the data privacy issue, transportation security, data destruction methods, and facility security measures. Each segment will be include an interactive session during which attendees can ask questions, review case studies, and exchange “war stories” and best practices.

NCER WORKSHOP

The National Center for Electronics Recycling/NCER (IAER Member) will host a workshop in conjunction with the E-Scrap Conference in Atlanta on Tuesday, October 23 from 12:30-2:30PM. The workshop, entitled “Who’s Responsible under Manufacturer Responsibility”, will examine the issues of manufacturer definitions, brands, return share and market share.

IAER NEWS

 

IAER MEMBERS MEETING

The IAER will hold a meeting for IAER Members in conjunction with the upcoming E-Scrap Conference in Atlanta, GA (see above). A luncheon meeting has been scheduled on Wednesday, October 24 from 12:00Noon to 1:30PM. This is an important opportunity for IAER Members to hear from and interact with IAER Officers and Directors.

 

 

IAER CERTIFICATION PROGRAM – NEW RELEASE

During the Electronics Recycling SUMMIT®, the IAER announced a new release of the IAER Certification Program. The IAER Standards & Certification Committee completed a year-long effort of revising the IAER Certification Standard and supporting documents involved in the IAER certification process. The revisions focused on expanding, strengthening and re-organizing requirements to be consistent with all the key elements of the EPA’s draft “Best Management Practices for Electronics Recycling” (BMPs) – particularly in areas such as control of materials of concern, downstream due diligence and risk management, tracking records, reuse and refurbishment.

The IAER partnered with Resource Recycling/E-Scrap News to publish a 2006 update to the Electronics Recycling Industry Report®. It includes new surveys of the electronics recycling industry in the U.S. as well as comprehensive new research on the trends and developments that drive the industry. This report contains current information that is essential for anyone involved or interested in the electronics recycling industry – with even more data and illustrations than the original 2003 Report.
