Doing Business in a Regulated Environment

Course Organizer: Jason LinnellNational Center for Electronics Recycling (NCER)

Course Description:

Over the last 5 years, 14 states and one local government enacted various forms of regulated electronics recycling programs.  While all of these programs provide funding in some manner to the recycling industry, the impacts vary widely depending on the structure of the regulated system.  This course will examine and provide a basic overview of the four main types of regulated programs and engage participants in an interactive session focusing on real-world scenarios for recyclers wishing to participate in these state programs. 

 

Course Outline

·        Overview - of each model of regulated system

·        State Models (with Recycler experts with experience in these states):

o       Model  1: ARF with defined payment from state (CA)

o       Model 2: State approved vendor with billing authority each manufacturer based on returns (ME, CT)

o       Model 3: Manufacturer Plans/Programs with Default (WA, OR, possibly NJ)

o       Model 4: Individual Manufacturer contracts (TX, MN, NYC, VA, MD, WV, OK)

·        Break out groups - corresponding to each regulated model

o       Each table is presented with various scenarios and asked to make business decisions given a set of facts

o       Report back from each table

o       Description of scenario, rationale for group decision

o       Lessons learned and areas for more research/evaluation?

 

 

Exporting in the electronics recycling industry: What you should know.

Course Description:

Export has been a controversial topic in relation to electronics recycling. This course will provide objective perspectives and facts on several important topics relating to export markets in the electronics recycling industry including; regulatory issues, compliance standards, materials of concern; re-use markets, and a look at the economic realities of domestic vs. export processing.

Certification and Best Practices for the Electronics Recycling Industry

Course Organizer: Andy Ewing – Earth Protection Services, Inc.

Course Description:

Certification in the electronics recycling industry has become one of the most important topics for recyclers, governmental agencies, manufacturers, and customers of the industry. The consensus among stakeholders is that there needs to be minimum standards that should be met by any organization in the business of electronics recycling. This course will focus on the scope and status of the major certification programs for recyclers (IAER, RIOS, and “Responsible Recycling Practices”) currently in use in the industry – as well as how to prepare for certification.

Materials Management--Maximizing Value

Course Organizer: Craig Boswell – HOBI International

Course Description:

This Short Course will look at methodologies for maximizing value on materials commonly found in electronics scrap.  It will cover separation techniques to maximize value; weighing environmental concerns vs. maximizing returns; and what to expect in the future.

·        Refining and precious metal recovery from EOL circuit boards, and other materials

·        Alternative new technology for processing mixed EOL equipment

·        CRT Glass  Processing

·        Non ferrous, Base metals

·        Case study – What to do with materials now, and what to anticipate in the years to come
