Doing Business in a Regulated Environment

Course Description:
Over the last 5 years, 14 states
and one local government enacted various forms of regulated electronics
recycling programs. While all of these
programs provide funding in some manner to the recycling industry, the impacts
vary widely depending on the structure of the regulated system. This course will examine and provide a basic
overview of the four main types of regulated programs and engage participants
in an interactive session focusing on real-world scenarios for recyclers
wishing to participate in these state programs.

State Models (with Recycler experts with
experience in these states):
o Model 1: ARF with defined payment from state (CA)

2: State approved vendor with billing authority each manufacturer based on
returns (ME, CT)

3: Manufacturer Plans/Programs with Default (WA, OR, possibly NJ)

4: Individual Manufacturer contracts (TX, MN, NYC, VA, MD, WV, OK)

Course Description:
Certification
in the electronics recycling industry has become one of the most important
topics for recyclers, governmental agencies, manufacturers, and customers of
the industry. The consensus among stakeholders is that there needs to be
minimum standards that should be met by any organization in the business of
electronics recycling. This course will focus on the scope and status of the
major certification programs for recyclers (IAER, RIOS, and “Responsible
Recycling Practices”) currently in use in the industry – as well as how to
prepare for certification.
